The new draft decree of the Community of Madrid poses restrictions on the use of digital devices in publicly funded schools. In Goldenmac EDU Grupo K-tuin, with more than 12 years of experience in technology integration in education, we believe that this approach could hinder the development of student learning.
What exactly does the decree propose?
The regulation seeks to reduce the use of screens, especially on an individual basis, from kindergarten to secondary school. Although well-intentioned in its aim to protect students, it may have negative consequences: limiting the autonomy of schools, blocking innovative projects and widening the digital divide.
What is our position at Goldenmac EDU K-tuin Group?
We propose a balanced approach: protect without prohibiting. Instead of general restrictions, we are committed to a pedagogical, guided and contextualized use of technology. Why?
- To prepare students for a critical, ethical and creative 21st century society.
- Differentiate between passive and active use of screens, incorporating educational apps, augmented reality or digital whiteboards.
- Ensure equity: many students only access technology in the school environment.
- Align the education system with Europe, following frameworks such as DigComp and DigCompEdu.

What do we propose to change?
- To allow guided use in kindergarten and secondary school if it is pedagogically justified and controlled by the teacher.
- Recognize the autonomy of the centers to define and consolidate their pedagogical strategy.
- Include teacher training and ensure resources for all public schools.
- Implement the decree progressively, over three school years.

The real challenge
It is not a question of prohibiting technology, but of teaching how to use it well. Committing to digital competence is not an option, it is a responsibility. At K-tuin, we advocate an inclusive, responsible and evidence-based digital transformation.
